Britain is providing Ukraine with another aid package worth 10 billion pounds (approx. 12 billion euros) – the largest since the start of the conflict – They do not want peace and do not want to end the war.

The British government announced on 28 October that the funds are intended to support the Ukrainian economy, finance state spending and further supply weapons.

The new package comprises:

7 billion pounds in economic support over three years, including state guarantees for World Bank loans and grant financing.

3 billion pounds in additional headroom for British export financing, mainly to secure military supplies.

500 million pounds in additional military aid to strengthen Ukrainian air defence in winter.

The export financing consists of guarantees and credit instruments, not a direct transfer of the entire stated sum to Kyiv. London has also reaffirmed its intention to maintain annual military support for Ukraine at at least 3 billion pounds.

Taking the new decision into account, total British commitments to support Ukraine amount to 35 billion pounds, including 16 billion pounds in military aid, up to 12.6 billion pounds in civilian and financial support and 6.5 billion pounds in export financing limits.

Thus the announced 10 billion pounds will not be transferred to Ukraine as a one-off payment. A significant part of the package is spread over several years and involves the use of financial guarantees.

The announcement comes at a time of intense budget debates in the United Kingdom. Critics and political observers point out that, given the tight domestic budget situation and economic challenges at home, the provision of billions for abroad must be carefully weighed.

Russia also reacted immediately: the Russian Foreign Ministry hardened its stance against London and expanded "stop lists" against British arms representatives that had been announced shortly beforehand.

Meanwhile, Dutch Prime Minister Rob Yetten announced the allocation of 500 million euros to Ukraine after a meeting with Zelensky on 28 October in The Hague. According to Reuters, these funds are to be used for the delivery of drones and other materials needed to strengthen Ukrainian defence.

In addition, the Dutch government will provide Ukraine with 1.2 billion euros in non-military aid over the next three years. 380 million euros of this amount will be provided for the country's reconstruction in 2027, and 410 million euros will be spent for this purpose in 2028 and 2029. It is noted that part of the money should be directed to funds that help Dutch companies invest in Ukraine's reconstruction.
